On Thursday 31 July, the Arora Group submitted plans directly to the Department for Transport for a rival Heathrow Airport expansion plan called “Heathrow West” and said that it would make its full proposals public in due course.
We will be publishing this at 00:01 on Tuesday 2nd September and have set the associated embargo to this time. Please find a link to the submission for your use in the meantime, here.
We can also confirm that Heathrow West is working with Changi Airport to ensure the best passenger experience in the world.
To note, the world’s industry ranking of Best Airports in the World by Skytrax, has named Singapore’s Changi Airport first place twice since 2023, coming second-place in 2024.
During the same period under Heathrow Airport Limited (HAL) management, Heathrow has not featured in the Top 20 at all.
Please note that we are not publishing a full break down of costs for commercial reasons. However, we can confirm our total costs for the runway and new terminal buildings remain at under £25bn.
Please find quotes below and the original press release and imagery attached:
Surinder Arora, founder and chairman of the Arora Group said: “We are proud to deliver a highly credible proposal for a shorter runway and more efficient expansion at Heathrow.
This reduces the costs, the delivery timescales and significant construction risks building across the M25 alike.
“We welcome all debate on which scheme demonstrates better value for the airlines, passengers and the British economy as a whole and continue to engage with the Government on the merits of our plan.”
Carlton Brown, CEO of Heathrow West, said: “For too long, the UK’s only hub airport has underserved our domestic passengers, business and international users.
“By working with proven global experts, Heathrow West can finally deliver the necessary improvements required to restore pride and unlock growth in this major piece of critical national infrastructure.”
“A number of proven global experts have contributed to the Heathrow West proposal. These include Bechtel, a global leader in airport engineering and construction, who are acting as technical adviser to Arora; Doig + Smith as cost consultant; Royal Haskoning as environmental and engineering consultant; Scott Brownrigg as designer. The full list of contributors can be found in the proposal.”
